Part 1: Types of councils in Nottinghamshire

Nottinghamshire has a two-tier local government structure. Nottinghamshire County Council makes up the first tier and seven district and borough councils make up the second tier.  

The second-tier district and borough councils include:

  • Ashfield District Council
  • Bassetlaw District Council
  • Broxtowe Borough Council
  • Gedling Borough Council
  • Mansfield District Council
  • Newark and Sherwood District Council
  • Rushcliffe Borough Council

The exception to this is Nottingham City Council which is a unitary authority and operates independently as a single tier.

Each tier council is responsible for different functions. Let’s break it down. 

Tier 1: Nottinghamshire County Council

The first tier consists of the Nottinghamshire County Council and is responsible for services across the whole of a county including: 

  • education
  • transport
  • planning
  • fire and public safety
  • social care
  • libraries
  • waste management
  • trading standards

Tier 2: District and borough councils

The seven district and borough councils cover smaller areas than the county and are usually responsible for services such as:  

  • rubbish collection
  • recycling
  • council tax collection
  • housing applications

East Midlands Devolution

Nottinghamshire County Council, along with Derbyshire County Council, Derby City Council and Nottingham City Council, have signed up to work on a £1.14 billion devolution deal with the Government. The deal would create the first ever Combined County Authority.

Each council has now formally agreed a draft proposal in relation to the devolution deal, which will be the basis of a full public consultation.

The public consultation took place from 14 November 2022 to 9 January 2023.
