Notice of intention to commence preparation
Nottinghamshire County Council is working jointly with Nottingham City Council to prepare a new replacement Minerals Local Plan.
Before the plan-making process begins, the councils must publish a notice of intention to commence plan preparation. This helps to raise awareness of when work on the new Minerals Local Plan will start and informs communities, statutory consultees and other interested parties.

In accordance with regulation 44 of the Town and Country Planning (Local Planning) (England) Regulations 2026, Nottinghamshire County Council and Nottingham City Council hereby give notice that the councils are jointly preparing a new Minerals Local Plan.
Details of the Nottinghamshire Minerals Local Plan 2045
The new Minerals Local Plan will be known as the Nottinghamshire Minerals Local Plan 2045 and will only relate and apply to mineral development.
The councils have chosen to undertake separate Minerals and Waste Local Plans, with the councils adopting a joint Nottinghamshire and Nottingham Waste Local Plan in September 2025
For both authorities, the Minerals and Waste Plan will collectively be made up of two documents when the replacement Plan is adopted:
- Nottinghamshire and Nottingham Waste Local Plan (adopted September 2025).
- Nottinghamshire Minerals Local Plan 2045 (to be developed).
For matters relating to housing and employment development, these are addressed by the relevant District and Borough council Local Plans.
Together with the Local Plans, the Minerals and Waste Local Plan’s will form part of
the overall Development Plan Framework for the area.
Geographical area of the joint Nottinghamshire Minerals Local Plan 2045
Once adopted, the Nottinghamshire Minerals Local Plan 2045 will provide the planning policy framework for minerals development across the administrative areas of Nottinghamshire County Council (ONS code E10000024) and Nottingham City Council (ONS code E60000075).
Following local government reorganisation (LGR) in April 2028, Nottinghamshire County Council and Nottingham City Council will be replaced by two new unitary authorities. The Nottinghamshire Minerals Local Plan 2045 will continue to cover the same geographical area and will apply across the administrative boundaries of the new authorities.

The councils have published a timetable for the Nottinghamshire Minerals Local Plan which details the key milestones throughout the plan-making process.
Libraries across Nottinghamshire provide free access to public computers for members.

As set out in the timetable, the councils expect to begin the 30-month plan preparation process on 16 April 2027, when the Gateway 1 self-assessment is published.
