Nottinghamshire Minerals Local Plan 2045 Timetable

Nottinghamshire County Council is working jointly with Nottingham City Council to prepare a replacement Minerals Local Plan, please see our Notice of intention to commence Plan preparation

The timetable below shows the key milestones in the preparation of the Plan with the anticipated dates these are expected to be met.

This timetable will be updated throughout the Plans preparation.

What is the Nottinghamshire Minerals Local Plan 2045

Why do we need to replace the adopted Minerals Local Plan?

The County Council adopted the current Minerals Local Plan in March 2021.

New regulations introduced by the Government in March 2026 state that Councils now must begin to prepare a new Plan to replace existing Plans within 5 years of the date they were adopted.

As the current Minerals Plan was adopted by the Council over 5 years ago, this means a new, replacement Minerals Plan is required.

The current Minerals Local Plan remains relevant and will continue to be used to determine planning applications for minerals development in Nottinghamshire until the new replacement Minerals Plan is adopted.

What matters will the Plan Cover?

The new Nottinghamshire Minerals Local Plan will provide a vision for mineral development for the whole of Nottinghamshire up to 2045 and provide an approach on how this vision will be achieved.

A key part of the Plan will be to forecast the future demand for aggregates in Nottinghamshire over the Plan period and ensure sufficient supply through permitted and allocated sites to meet this expected demand.

Where will the Plan apply?

The Plan will cover the entire administrative boundaries of Nottinghamshire County Council, ONS E10000024 and Nottingham City, ONS E60000075 as shown in the map below.

The councils have chosen to prepare a joint Minerals Local Plan as it is recognised that in 2028, and so during the Plans development, the 7 Borough and District Councils of Nottinghamshire, the County Council and Nottingham City Council will be replaced by two new unitary authorities.

By working jointly together, this ensures the Plan being developed covers the entirety of these two new authorities.

How does the Minerals Plan relate to other Local Plans?

The Minerals Local Plan will only relate and apply to mineral development.

The councils have chosen to undertake separate Minerals and Waste Local Plans, with the councils adopting a joint Waste Local Plan in September 2025.

For both authorities, the Minerals and Waste Plan will collectively be made up of two documents when the replacement Plan is adopted:

Nottinghamshire and Nottingham Waste Local Plan (adopted September 2025).
Nottinghamshire Minerals Local Plan 2045 (to be developed).

Together with the Local Plans, the Minerals and Waste Local Plan’s will form part of the overall Development Plan Framework for the area.

Commencement and scoping

31 July 2026: Publication of notice to commence plan making (Completed)
12 October 2026: Start of scoping consultation (Planned)
9 November 2026: Close of scoping consultation* (Planned)

Gateway 1 and development of content and evidence

16 April 2027: Publication of Gateway 1 self-assessment (Planned)
19 November 2027: Start of content and evidence consultation (Planned)
14 January 2028: Close of content and evidence consultation* (Planned)

Gateway 2 and development of the Plan

28 April 2028: Seek observation and guidance at Gateway 2 from the Planning Inspectorate (Planned)
11 September 2028: Start of proposed plan document consultation (Planned)
13 November 2028: Close of proposed plan document consultation* (Planned)

Gateway 3, examination and adoption

26 January 2029: Seek observation and guidance at Gateway 3 from the Planning Inspectorate (Planned)
16 March 2029: Submission of the plan for examination (Planned)
20 September 2029: Adoption of the Minerals Local Plan (Planned)

*All representations must be received by 17:00 on the closing date of the consultations. Representations made after this time may not be considered.

Additional steps and consultations may be required depending on the outcome of the Gateway Assessments and Examination. These will be added to the timetable as soon as these are known.

The timetable will be continuously updated throughout the preparation of the Plan. The schedule of amendments will detail what and when changes have been made

Statement on the timetable

The timetable for the Nottinghamshire Minerals Local Plan 2045 has been published and took effect upon its first publication on the 31st of July 2026.

The publication of the timetable fulfils the requirements set out in sections 5, 7 and 9 of the Town and Country Planning (Local Planning) (England) Regulations 2026.

The timetable will be monitored and updated as required and as key milestones are reached as set out in section 5 Town and Country Planning (Local Planning) (England) Regulations 2026.
