A former primary school near Newark is set to provide new housing and improved community facilities for residents.
The vacant 1.2-acre Manners Sutton site, which closed as a school in 2021, is proposed to be split to maximise public benefit, with around half of the site intended for residential development and the remainder for community use.
This approach reflects the council’s commitment to sustainable growth, stronger communities, and making best use of public assets.
The proposal follows feedback from local groups and elected members highlighting a shortage of public open space and community facilities in Averham and neighbouring villages. By setting aside part of the land for community-led use, the council aims to create a space that supports social connections, health and wellbeing, and inclusive local growth. The housing element would help meet local needs, with all new homes required to meet current national and local sustainability standards.
The move aligns with the council’s Community Asset Transfer Policy, which allows land to be transferred at less than market value where there is clear evidence of social, economic, or environmental benefit, subject to due process. Any transfer would include a legally binding agreement to ensure those benefits are delivered and monitored.
The council will undertake a marketing exercise to invite expressions of interest from potential community providers to identify the most appropriate community use for the site.

By working with local groups and inviting wider interest, we’ll make sure this asset delivers lasting benefits for residents and supports our sustainability and growth objectives.”
The council intends to seek outline planning permission for both elements, aiming for approval by September 2026. Demolition of the existing buildings will be considered as part of this process, subject to planning permission and the necessary consents. Disposal and transfer of the land are expected to be completed by March 2027, subject to statutory and legal requirements.
