About NSAB Learning Opportunities
Each agency is responsible for ensuring that staff are appropriately trained to enable them to carry out their duties.
Single agency training is important in safeguarding adults and responding to instances of abuse and neglect, but no one agency can do this effectively without working in partnership with others.
Inter-agency training provided by the Nottinghamshire Safeguarding Adults Board (NSAB) is an excellent way to enable practitioners to safeguard and promote the welfare of adults at risk in their work.
We aim to deliver high quality, up-to-date safeguarding training, making NSAB courses and events accessible to all practitioners who work with adults at risk in Nottinghamshire.
All inter-agency programmes will consider the individual rights of both participants, and the adults served with regards to:
- experience of disability
- language, sexuality
- sexual orientation.
Competency Framework and Learning Pathway
NSAB’s learning pathway incorporates national standards; supports local strategic aims and promotes the need for cultural change for agencies who support adults at risk. The learning opportunities outlined, are based upon minimum standards and what outcomes specific groups of staff should be capable of achieving. The levels of competence those groups of staff should hold remains the responsibility of each organisation to measure with their own performance management processes. The competency framework and learning pathway profiles four groups of staff which may have different levels of responsibility to safeguard people
You can use this document:
- for staff, to provide clear, relevant and proportionate learning and development opportunities
- for management and senior staff: to measure competencies and identify gaps in knowledge/ training
- to provide assurance to your organisation and commissioners of your service that your staff have attained relevant competencies.

Level 1 / Staff Group A
Members of this group have a responsibility to contribute to safeguarding adults, but do not have specific organisational responsibility or statutory authority to intervene.
See your own organisation/ agency for support/ awareness, or consult NSAB Competency Framework and Learning Pathway and Local Procedures and Guidance (links above).
Basic Safeguarding Adults Awareness
Please note, there is now a charge from SCIE for this course: Standard price per user: £29 + VAT
The resource explores the following questions:
- What is adult safeguarding and how does it affect each and every one of us?
- How do I recognise the types and indicators of abuse?
- What can I do if I suspect that someone is being harmed?
- What should I do if I believe someone is being harmed but the person asks me to keep the information confidential and take no action?
- What can I do to make it much less likely that a person might be harmed?
- How do I ensure that adult safeguarding is managed correctly in the context of the Mental Capacity Act 2005
Level 2/ Staff Group B
This group have considerable professional and organisational responsibility for safeguarding adults. They have to be able to act on concerns and contribute appropriately to local and national policies, legislation and procedures. This group needs to work within inter or multi-agency contexts.
- explore your responsibilities as a referrer when a concern is raised with you or you have become aware that abuse or neglect of an adult at risk has occurred, or is suspected
- explore potential decisions which may result from the work you undertake as nominated referrer
- understanding consent, information sharing, capacity and person centred approaches in relation to adult safeguarding referrals
- demonstrate the responsibilities and key components in making an effective adult safeguarding referral.

This forum is open to people responsible for delivering Safeguarding Adults training within their organisation.
Whilst not a training course, nor a train the trainer course itself, this open forum aims to provide attendees with relevant safeguarding adults information to be able to facilitate learning amongst the staff in their own organisation.
Subjects may include:
- changes and updates to legislation affecting Safeguarding Guidance, including Care Act updates
- providing learning from Safeguarding Adults Reviews
- a chance to share Best Practice and network with colleagues from other Care Providers and organisations
- discussions around any safeguarding issues you may have experienced
- relevant topics related to safeguarding adults.

Level 3 / Staff Group C and D
Staff group C This group is responsible for ensuring the management and delivery of safeguarding adult services is effective and efficient. In addition, they will have oversight of the development of systems, policies and procedures within their organisation to facilitate good working partnerships with allied agencies to ensure consistency in approach and quality of service.
Staff group D This group is responsible in ensuring their organisation is fully committed to safeguarding adults at all levels, and have in place appropriate systems and resources to support this work in an intra and inter agency context
All level 3 events will contribute to your Continuous Professional Development (CPD). Attendance certificates will be issued for your records.
Learning from Complex cases
- Level 3 / Staff Group C and D
Aims of event:
- help participants to develop their understanding of the impact of multiple comorbidities/ complexities on the lived experience of the adult
- consider strategies for working with individuals with complex needs; assessing risk and working towards effective intervention
- develop skills in professional judgement relating to assessment of need and risk, and be able to support capacity for change
- increase awareness of current tools and pathways for assessing and working with individuals who refuse to engage with services within the legal and procedural context
- develop effective strategies for working with individuals within a multi-agency framework.
