Frank was born in 1888, the only child of George and Susan Maria Pendry. He was christened on 27 May 1888 at the Methodist New Connexion Chapel, Nottingham. George, a professional photographer, was born in Debham, Buckinghamshire, on 17 December 1857. He married Susan Maria Barnett in Nottingham in 1885 and according to a history of the Nottingham Central Methodist Mission, George was an Anglican who became a Methodist on his marriage. In 1891 George (33) and Susan (42) with their son were living at 12 Lamartine Street, Nottingham. George was a photographer. In 1901 the family was living at 6 Clipstone Avenue, Nottingham, and employed a domestic servant, Frances Worral (27). By 1911 the family had moved to 1 First Avenue, Sherwood Rise, which was to remain the family home until George's death in 1940. The family still employed a domestic servant, Rebecca Sales (28). Frank's mother died on 21 August 1922 and his father on 21 May 1940.
In 1911 he was an assistant photographer, presumably working with his father who was also a photographer. His occupation was given as photographer when he attested in 1915.

He attested on 7 October 1915 and his service reckoned from 7 December 1915. He embarked at Folkestone on 11 October 1916, disembarking at Boulogne the same day. He was posted to the 5th Battalion Sherwood Foresters on 18 October 1916 'under AO 204 and AC Ins 1499 of 1916 allotted new Reg’l number.' Frank was reported missing in the field on 1 July 1917. He has no known grave and is commemorated on the Arras Memorial. He had served a total of 1 year 207 days. He qualified for the British War Medal and Victory Medal; these were sold at auction in January 2016.
George Pendry gave a brass Eagle lectern to the Nottingham Central Methodist Mission (Albert Hall) in memory of his son. A window depicting St Luke installed in the first floor vestibule of the Central Methodist Mission in memory of George Pendry was dedicated on 24 December 1951.
