He was the son of John Samuel, a hosiery manufacturer, and Sarah Ethel Todd, of Highbury Vale Bulwell and later 86 Burford Road (both Nottingham). He was the brother of Catherine Lucy and John Barnes Todd.
In 1911 he was a hosiery machine worker.
