Oswald was born in 1893 the son of Reverend John Milner , clergyman and Elizabeth Walton of Langton-on-Swale Rectory Northallerton. John and Elizabeth had four children, Brian Milner born 1893, Oswald Thomas, Guy Milner born 1896 and Alan born 1906. In 1901 and 1911 the family was living at The Rectory at Great Langton on Swale Northallerton. Oswald's effects of £117 18 shillings and 11 pence were left to his father Reverend John Milner Watson (Probate 10/5/1918 York).
He attended Worksop College 1910 - 1913 and also attended Oxford University

Oswald first served with the South Lancashire Fusiliers and first saw a theatre of war (France) on 8th October 1915. He was gazetted second lieutenant on 8th January 1916. He later transferred to the Royal Flying Corps and became a lieutenant. He was killed during air combat at Baralle and is buried in H.A.C. Cemetery, Ecoust - St Mein, France Grave Reference: VIII A 27.
