Early Intervention: Monitoring arrangements for former Children’s Fund projects

Nottinghamshire Children’s Fund (NCF) was set up in 2002 in the second wave of Children’s Fund developments. The NCF Partnership Board was responsible for its overall governance and management, and this included commissioning individual projects and their performance management. Although set up originally for two years, the Children’s Fund finally came to an end in March 2008. In June 2007, Ed Balls, Secretary of State for the DCSF, had announced a continuation of funding for prevention to be delivered through the Local Area Agreement.

In November 2007 the Children’s Services Executive Group approved proposed expenditure in excess of £1million with the intention of ‘extending’ 24 of the projects originally commissioned by Nottinghamshire Children’s Fund for a further 12 months, to 31 March 2009, as proposed by the NCF Partnership Board. This followed analysis by NCF team members relating individual projects’ work to Nottinghamshire Children and Young People Plan targets and priorities, and to key judgements in the Every Child Matters outcomes framework.

NCF monitoring arrangements of projects were already well established, with a system of quarterly returns in place. These returns have continued for the ‘extended’ projects and details are provided in the summaries below:
