Scrutiny allows councillors who are not members of the cabinet to contribute to the running of the County Council. This usually involves reviewing decisions and policies to ensure that County Council services - and sometimes those of other organisations and partners - are as good as they can be.

This is led by the Overview Committee, which plans the scrutiny work programme. The new statutory Councillor Call for Action means that any member of the County Council can put forward a topic for scrutiny to the overview and scrutiny committee.

Three new 'standing' scrutiny committees look at Communities & the Environment, Education & Opportunities, and Health & Wellbeing in the county, with scrutiny reviews carried out by smaller groups of councillors.
