Executive decisions can be taken in one of three ways:

  • collectively by Cabinet
  • by individual Cabinet Members
  • by officers who have been delegated the power to make certain decisions (These are called delegated decisions).

Some of the decisions which are taken by Cabinet or individuals are Executive Key Decisions.

A key decision is one which:

  • costs or saves more than £1m, or
  • affects the residents of more than one electoral division.


Executive Key Decisions can only be taken if details have been included in advance in the forward plan.

The forward plan is published in the middle of each month, so that anyone has time to comment or make representations before the decision is made.
