Seasonal Decoration Licence Application Process

Parish Councils should have received their Seasonal Decorations Application Form and Guidance Notes for applying to Nottinghamshire County Council for the Installation, Operation and Removal of Seasonal Decorations in the Highway or linked to the Highway (i.e. by an electrical connection). Please ensure yourself and your appointed contractor completes the forms and once completed return to the Highways Office in Newark for the attention of Keith Whyles. It is suggested that completion of the form is carried out jointly by both parties to assist in the processes stated in the application form.  You are also reminded that all questions must be completed inline with the notes for guidance.

As you are probably aware, we will be on the third application season under the new code of practice and the NCC requirement for 2008 will be full compliancy under the new code.  This means all electrical infrastructure must be compliant to the new standards before any commissioning of decorations can be applied for.

All applications must be submitted fully completed a minimum of 16 weeks prior to the proposed installation date. This will mean that all applications must be received completed by 1 August to give NCC enough time to process and evaluate the application. Please also note that is unlikely an application can be processed with out the questions 1 to 8 in ‘General Requirements’ ticked ‘Yes’.

This year NCC and our partners can offer their services as contactors. This will mean safe and secure installations installed and removed by professionals, to the correct standard required by NCC as the Highway Authority.

Please be aware any applications which are received outside the prescribed timescale will NOT be processed and a Section 178 licence will NOT be granted. If a licence is not granted and decorations are installed they will be disconnected and removed by NCC in their capacity as the Highway Authority. The promoter will be charged for the removal and disconnection of these decorations.

School Crossing Patrols

There are currently vacancies for permanent patrols in Broxtowe, Gedling & Rushcliffe and vacancies for relief patrols throughout the areas. Broxtowe area

Planning applications

There are no proposals with significant highway implications to report.

Traffic regulation orders

Chilwell Lane Area, Bramcote – Part time 20mph Zone covering a 430m length of Chilwell Lane and the adjacent side roads of Orton Avenue, Kingsbridge Way and Turnberry Close. The 20mph restriction would operate 8am-9.30am and 2.45pm-4.15pm, Monday to Friday, term time only. One additional traffic calming feature would be required near the Kingsbridge Way jcn. Public consultation on this scheme has now ended and approval was given to proceed with the scheme. Works are now scheduled for late July/early August during the school summer holiday.

Middle Street Area, Beeston – Parking restrictions are to be proposed on B6464 Middle Street, B6006 Station Road, Union Street and Acacia Walk as part of the new Tesco development. Public consultation will proceed shortly once a draft design plan has been produced. This is currently pending an amendment to the planning application by Tesco.

Highway schemes

Chilwell Lane/Bramcote Avenue, Bramcote – Off Road Cycle Route – The construction of a shared use cycle facility to link Beeston with Stapleford is ongoing. The new route crosses the new central refuge facility on Chilwell Lane adjacent to the Common Lane junction and proceeds south on the eastern footway. Cyclists re-enter the carriageway at the Lynton Road junction and follow direction signs along Lynton Road and Mottram Road onto Bramcote Avenue. This scheme is now complete.

Temporary restriction of road

Nottingham Road/Baker Road/Mill Road/Lower Beauvale, Eastwood, – joint holes for high voltage cabling works will continue until August 2008. Temporary traffic signals may be required at certain times during the work. Enquiries to: Glen Ingram (Power On Connections) on tel: 0845 2300116.

Various Roads, Eastwood, (through Newthorpe to Lower Beauvale) – environmental improvements to facilitate the new Giltbrook Retail Park will take place in January 2008 and will be ongoing until August 2008. A52 Brian Clough Way Bramcote Roundabout, Stapleford – overnight road closures (westbound only) will take place to allow AMScott to carry out footbridge maintenance and painting. A609 Nottingham Road/Trowell Road & A6002 Coventry Lane/Bilborough Road (Balloon Houses Junction) – The M1 Gas Alliance will be conduction a major gas mains renewal for 14 weeks starting Wednesday 2 July to Sunday 12 October 2008. Land at top Wighay Farm, Hucknall, junction 2 – construction of new access off Annesley Road (A611) for a large mixed use development (485 residential units and 29,600sqm (gfa) of b1)

Highway Maintenance

Shelford Road, Gedling-Highway Maintenance Works 2008/09.
Works are due to commence late July and shall continue for approx eleven weeks. The works involve carriageway patching/repairs, footway resurfacing/reconstruction, rekerbing, and drainage improvements.Traffic management will be in accordance with Chapter 8 using portable traffic signals. The Contractor for this work is NCC Highways Operations.

Temporary restriction of road

Front Street, Arnold (between its junctions with Worrall Avenue and Croft Road / Ravenswood Road) there is a temporary prohibition of waiting from Tuesday 1 April until Tuesday 30 September 2008 to enable Nottinghamshire County Council to construct new footways and parking bays. Catfoot Lane, Lambley - due to the installation of a new water main, a temporary road closure will be in place from 0800 on Monday 23 June 2008 until 1700 hours on 5 September 2008. Enquiries to Mark Sherwood (Carillion) tel: 0115 942 5769.

A60 Mansfield Road, Ravenshead - Nottinghamshire County Council are construction a new cycle path and will require temporary two-way signals between Thursday 15 May 2008 until Sunday 20 July 2008. Enquiries to: Helen Walker (Nottinghamshire County Council) tel: 0115 977 2290.

Smithy Crescent Area, Arnold Residents’ Parking Scheme – A scheme is proposed to restrict parking on Smithy Crescent, Leivers Avenue and Rookery Gardens Monday to Saturday, 8am – 6pm. Parking places will be provided for residents only by the operation of a Parking Permit system.  Two Disabled Parking Places are to be included as part of the scheme. Double yellow lines are also proposed to protect the Leivers Avenue/Runswick Drive and Leivers Avenue/ Ravenswood Road junctions. A draft design plan has been formulated and public consultation is ongoing.

Rushcliffe area

Planning applications

An outline application has been lodged by East Midlands Development Agency proposing a redevelopment of the Cotgrave Colliery Site. The application proposes 470-500 dwellings; employment uses; combined heat and power generation plant; primary school; open space; landscaping and associated works including roads, cycleways, footpaths and car parking.

B680 Wilford Road, between Landmere Lane and Willwell Cottage, Ruddington. Carriageway repairs and surfacing. Tarmac are the Contractors for the works. Works to be carried out: 30/06/08- 18/07/08,Mon - Fri, off peak two-way temporary traffic signals in operation.

Main St/Hardigate Rd, Cropwell Butler. Carriageway repairs and surfacing. Tarmac are the Contractors for the works. Works to be carried out: 14/07/08 - 25/07/08, Mon - Fri 7:30am - 6:30pm, two-way temporary traffic signals in operation.

Compton Acres, between Landmere Lane and Belton Drive, West Bridgford. Carriageway repairs and surfacing. Tarmac are the Contractors for the works. Works to be carried out: 21/7/08 - 1/8/08, Mon - Fri 7:30am - 6:30pm, two-way temporary traffic signals in operation.

B679 Wilford Lane, between its junctions with A60 Loughborough Rd and Gresham Close West Bridgford. Carrigeway & drainage repairs and surfacing. Tarmac are the Contractors for the works. Works will be carried out weekends only on 19/20-July, 26/27-July, 16/17-Aug, 30/31-Aug and 6/7-Sep 2008. Whilst the works are in progress Wilford Lane will be altered to a'one way system' open only to traffic travelling South West towards Clifton. All North East bound (West Bridgford bound) traffic will diverted onto A52 Clifton Boulevard-A60 Loughborough Rd and back down to Wilford Lane junction with A60/A606. A supplementary diversion, for the local traffic, will be signposted via Compton Acres and Rugby Rd. Works to be carried out: Saturdays 8:00am - 7:00pm, Sundays 9:00am - 6:30pm.

Highway schemes

Bingham Dropped Crossings Programme 2008/2009 – A scheme is proposed to introduce uncontrolled dropped kerb crossing points with tactile paving at a number of sites around Bingham.  This scheme should assist the visually and mobility impaired travel along popular routes in the area.  The proposed sites are currently awaiting approval from Rushcliffe Borough Council’s Conservation Area officers and works will proceed later this year.

Traffic Regulation Orders

Gilliver Lane & Church Gate, Clipston-On-The-Wolds Proposed 30mph Speed Limit - As part of Nottinghamshire County Council’s Village Speed Limit Review, it is proposed to introduce a 30mph Speed Limit Order in Clipston-On-The-Wolds. The Review intends to introduce speed limits in villages with road lengths which are currently derestricted and which have an accident record. The 30mph speed limit is proposed along Gilliver Lane and Church Gate, from a point approximately 250 metres west of the Wolds Lane junction to a point approximately 130 metres north of that same junction. Public consultation is proceeding shortly.

Temporary restriction of road

Bingham Level Crossing, Bingham – to enable Network Rail to undertake essential track repairs the level crossing will be temporarily closed during the following periods:-

  • 2200 on Weds 16th July until 0500 on Thur 17th July 2008
  • 2200 on Mon 18th Aug until 0500 on Tue 19th Aug 2008

Welbeck Road, West Bridgford – a temporary prohibition of waiting will be required to allow safe access and exit to a new development. This will commence on Monday 26 May until Friday 28 August 2008. Enquires to Kamran Raza tel: 01623 518860.

A52 between Elton and Muston – In order for AMScott to undertake concrete slab removal and replacement a temporary road closure will be necessary. This will be from 2000 on Thursday 26 June 2008 until 0600 on Sunday 10 August 2008. Enquiries to David Murphy (Scott Wilson) on tel: 01629 761761.

A52 Spellow Farm (Near Junction of Saxondale Drive) Radcliffe on Trent – In order to construct a site access, there will be temporary lane closures on the eastbound carriageway from Monday 30th June 2008 and Friday 1st August 2008 between the hours of  2000 and 0600. Fox Road, Hound Road, Bridgford Road, A6520 Radcliffe Road , West Bridgford– in order to facilitate a One Day International Cricket Match at Trent Bridge Cricket Ground it will be necessary to introduce a temporary one way operation of traffic on Fox Road and Hound (from north to south only i.e. from Radcliffe Road to Bridgford Road only) and a temporary No Waiting, Loading or Unloading on Fox Road, Hound Road, Bridgford Road and A6520 Radcliffe Road, West Bridgford on Tuesday 26 August. In addition the No Waiting Loading and Unloading Order on Fox Road and Hound Road will be in operation between 08.00 hours on Friday 22 August until 17.00 hours on Thursday 28 August 2008. A606 Tollerton, North side of Melton Road – to enable Nottinghamshire County Council to construct a new cycle route it will be necessary to introduce temporary lane restrictions between Monday 4 August 2008 until Friday 19 September 2008.
