Leadership consultation
Nottinghamshire County Council is interested in hearing the public’s views on whether, due to changes in the law ( the Local Government and Public Involvement in Health Act 2007), it should either vary its Council Leader and Cabinet arrangements, or change to an elected Mayor and Cabinet.
All county councils in the country are required to alter their governance and decision-making arrangements in time for the next county council elections, which take place in summer 2009.
The County Council has two options:
- A leader (chosen by elected County Councillors)
The Leader would be supported by a Cabinet chosen by the Leader. This is similar to the current system that has been operating since 2001.
The main difference from the current system is that the Leader will now be elected for a term of 4 years (although if there are concerns the other County Councillors can vote to replace him or her). - A mayor directly elected by the people of Nottinghamshire
With this option there would be a specific election process to elect a mayor. As with the leader option, a mayor would be elected for a term of 4 years and would choose his or her Cabinet. The significant difference is that if there are concerns the other County Councillors are unable to vote to replace him or her.
At a meeting of Council on 23rd October 2008, the current County Councillors discussed the options. There was a clear preference for the Leader/Cabinet model.
