• The need to improve the quality of accommodation at all the schools
• The need to achieve a better match between the demand for and supply of secondary school places across the district
• The need to address the wider social agenda and the community needs of the district
• The need to improve post-16 staying-on rates and to offer students a more comprehensive and appropriate range of courses in a cost-effective manner.
