Human Resource Management

We are the largest single employer in Nottinghamshire, and people are our most valuable asset. The Personnel, Training and Development functions are involved in delivering our Human Resource Strategy.

Personnel Officer


Departmental Personnel Officers:
Based within each operational department, Personnel Officers are involved in recruitment and selection, pay and conditions of service matters, employee relations, employee welfare and support, redeployment, maintaining manual and computerised personnel records and providing direct advice on related matters to managers, school governing bodies and employees.

County Personnel Officers:
Based within the County Personnel section of the Resources Department, areas of work include strategic policy development work, advice and support to departments on policy procedure and employment law, investigations, health promotion, equality in employment, workforce monitoring, redeployment, publication of our vacancy adverts and maintaining our temporary employment register.

Career grade schemes are in place in some departments which provide good opportunities for progression.

For the above two jobs, a recognised personnel qualification is desirable:
Certificate in Personnel Practice: Local FE college/University
NVQ in Personnel: Work based
Institute of Personnel and Development (IPD):
University e.g. Nottingham Trent, Derby/open learning.

Training and Development Officers


Departmental Training and Development Officers
Develop and monitor training and development strategies, and design and deliver training programmes and initiatives to meet departmental business objectives and service needs. The role has responsibility for the development of employees individually and collectively to meet job and business requirements through formal and informal training and development processes, learning methods, materials and resources.

Strategic Training and Development Officer
Responsible for formulating training & development strategy and policy, organising strategic training & development and responsible for the overall evaluation/monitoring of training & development across the County Council.

Employee Counsellor


We offer a free and confidential short term counselling service to all of it’s employees. A diploma in counselling is essential together with a minimum of 120 hours face to face counselling experience.

Formal training in a recognised counselling programme is essential, preferably to diploma level.

Health and Safety Advisors


Departmental Health and Safety Advisors
Provide advice and assistance on safety matters and legislation, including policy development, risk assessments and training for managers and employees on all aspects of health and safety.

Strategic Health and Safety Advisor
Advises on and co-ordinates the development and monitoring of an effective health and safety function throughout the County Council. The Strategic Health and Safety Adviser also develops and reviews the health and safety framework in order to reflect legislation and best practice, contributes to strategic policy development and co-ordinates work with Departments to ensure consistent standards are maintained across the Authority. You would need to be a Registered Safety Practitioner with full corporate membership of The Institution of Occupational Safety and Health.

Relevant qualifications through universities and colleges are:

  • The National Examination Board in Occupational Safety and Health (NEBOSH) Diploma.
  • An accredited degree or diploma in Occupational Safety and Health.
  • Level 4 of the Vocational Qualifications for Occupational Health and Safety Practice.

Working in human resource management (in all seven occupations listed above) requires good interpersonal skills, including an ability to relate effectively to a wide range of people; an understanding of and commitment to equality of opportunity; good written communication skills and the ability to meet deadlines and work under pressure.
