Household Waste Recycling Centre Permit
On 1 October 2008 Nottinghamshire County Council agreed to introduce a permit system for Nottinghamshire residents wishing to use a van, pick-up or trailer to take their own waste to the Household Waste Recycling Centres (HWRCs).
This system was implemented in January 2009 and only applied to vans, pick-ups and trailers using the sites (it did not apply to cars unless they were towing a trailer).

1. Why was the permit system introduced?
The permit system is being introduced because of a range of issues including the illegal disposal of trade waste.The implementation of this scheme will help reduce congestion, improve health and safety and increase recycling at the sites.
It will also enable owners of vans, pick-ups, sign written vehicles and trailers to use their vehicles to dispose of small amounts of construction waste from their own home, which previously was only allowed when contained within the boot of a car.
By listening to you, we have now introduced sign written vehicles to the permit scheme. From 11 January 2010 sign written vehicles will also require a permit to visit the HWRCs.
2. When was the permit system introduced?
Permits have been available since January 2009 and the scheme has been enforced since March 2009.
Permits for sign written vehicles are being introduced from December 2009 and enforced from 11 January 2010.
3. Is everyone entitled to a permit?
No - permits will only be issued to residents of Nottinghamshire, although Nottingham City Council residents are eligible for a permit for the Calverton HWRC, which is a shared facility with the County Council. Nottingham City Council residents are still able to use the Lenton Lane HWRC as normal.
Permits are only for the disposal of household waste and small amounts of construction waste from your own home.
Permits will not be granted for vans or pick-ups being used to tow trailers. Hire vehicles are not eligible for permits, but may be granted short-term access. Conditions for the granting of short-term access are:
- The granting of short-term access for sign written vehicles requires notice of one full working day.

Long wheeled base transit type vehicles (up to 3.5t MAM (also known as Gross Weight)) will be the largest type of vehicle to be granted a permit.
Permits are only required for residents using a van, a pick-up, a sign written vehicle or a car to tow a trailer.
If you are using your own car to take waste to a HWRC without a trailer, you do not need a permit.

Hire Vehicles need to contact Nottinghamshire County Council 48 hours before they wish to use the Household Waste Recycling Centre.

Applications must be accompanied by:
- A copy of your complete V5C vehicle registration certificate, showing matching personal details (as proof of residency); or
- If it is a company car, van or pick-up, a copy of your company insurance and a company letter (as evidence that you are permitted to use the vehicle for personal use) and a utility bill dated within the last 6 months (as proof of residency).
If you are a Nottingham City Council Resident, you do not require a permit for using the HWRC on Redfield Road Industrial Estate; however you will need a permit for using the Calverton HWRC with a van, a pick-up, sign written vehicle or a car to tow a trailer.

6. Is there a charge for the permits?
No. Permits are available free of charge for Nottinghamshire householders wishing to deposit household waste and small amounts of construction waste from their own home.
7. How long does the permit application process take?
The County Council will endeavour to turnaround correctly completed permit applications within five working days.
8. Can permit applications be made online?
No. Applications must either be made by post or in person at the County Contact Points. Applications cannot be submitted online as an original signature is required.
9. Does the documentary evidence need to be the original?
No. Please send a good quality photocopy of your V5C form as we are unable to return original documents.
10. How many permits can be issued per household?
Permits applications are limited to one per household.
11. Where should the permit be displayed?
Permits need to be affixed to the windscreen of the permitted vehicle and be clearly visible to the site operatives, without compromising visibility or safety.
12. How long are the permits valid for?
The permits are long-term documents with no expiry date. Residents will need to re-apply for a permit when they change vehicle or address.
13. Terms and conditions of the permits
Permits are only valid for individuals to dispose of their own household waste and small amounts of construction waste from their own home. They are not for the disposal of anybody else’s waste or for the disposal of any type of business/trade waste.
14. If I am granted a short term access permit, how many trips can I make to the HWRC site?
If a short term access permit is granted, you will be able to access the HWRC site as many times as you like within the granted access period timeframe (short term access if usually granted for one day).
15. How are the permits monitored?
Closed Circuit Television (CCTV) and Automatic Number Plate Recognition (ANPR) is used to monitor the HWRCs and Nottinghamshire County Council reserve the right to make further enquiries to the owner of the vehicle or at the premises from which the waste originated. Details may be passed onto the relevant enforcement authorities.
16. I have a Motability car and therefore no V5C registration certificate, what documentation do I need to send in?
Please send us a copy of your Motability agreement which shows your car registration and address.
Abuse of a permit will lead to it being withdrawn.
