Minerals Local Plan

The Minerals Local Plan – the blueprint for future quarrying in Nottinghamshire – aims to strike a balance between meeting society’s needs for minerals and the need to protect our local environment.  It provides the main planning policy guidance for the County Council when determining all planning applications for minerals development.

The Minerals Local Plan was adopted on 5 December 2005 following several periods of public consultation and a public inquiry. It has a plan period that extends to 2014 and replaces the previous plan adopted in 1997.   

The Plan comprises two parts.  Part 1 (Chapters 1-5) covers general issues such as sustainable development principles, environmental protection and reclamation, whilst Part 2  ( Chapter 6-14) looks at the approach for making provision for each mineral worked in the County such as sand and gravel, gypsum, clay and coal. The approach for making provision varies from allocating specific sites for minerals such as sand and gravel to the use of constraint areas for opencast coal.  A proposals map and insets showing where allocations and other policies apply is found at the end of the plan.   

The plan can be purchased from the County Council for £35 plus £4.75 postage. Alternatively, the plan can be viewed online.

Adopted Plan

A new interactive local development framework service is currently being developed. This will allow you to make comments on policies and text within development documents that are open for consultation and view an interactive proposals map.

Monitoring

The Minerals Local Plan is subject to annual monitoring as part of the new development framework arrangements.  These reports look at the effectiveness of policies and key areas of change such as rates of mineral extraction and how much mineral has been permitted.

Reviewing the Minerals Local Plan

This will be the last Minerals Local Plan produced by the County Council.  Under new ‘Local Development Framework’ arrangements all local plans must be reviewed and replaced by new style development plan documents.  To find out more about the new planning system and progress in preparing new minerals planning documents see the Minerals and Waste Development Scheme 2007 [PDF 748KB] pdf logo

Saving Policies in the Minerals Local plan

Under the new planning system, policies in the Minerals Local Plan will automatically be ‘saved’ until 4 December 2008, i.e. three years after the adoption date. Policies can only be saved for longer with the agreement of the Secretary of State.

The Government has set up a protocol for saving policies - the overall aim being to retain policies that remain relevant and necessary but to allow policies that have become out of date or contrary to Government guidance to lapse. The County Council submitted its intentions to Government for saving policies on the 15th April. The Secretary of State will consider the County Council’s recommendations and will issue a direction sometime before 4th December 2008.
