Single programme
Changes to the management of East Midlands Development Agency's (emda) sub-regional funding came into effect on 1 April 2009.
As a result, the Alliance Sub-regional Strategic Partnership's responsibilities and functions in Nottinghamshire transferred to Nottinghamshire County Council and in Derbyshire to the Derby and Derbyshire Economic Partnership.
The changes were a result of the Government’s proposals to transfer greater responsibilities to local government as part of its review of arrangements for economic development and regeneration. Under the new arrangements, emda’s Single Programme funding was devolved to local authorities as accountable bodies acting on behalf of a wider partnership.
Arrangements for the continuation of Single Programme in the north of Nottinghamshire, managed by the Economic Regeneration - Programmes Team, are temporary pending the resolution of Single Programme issues in the rest of the county. Existing Sub-regional Strategic Partnership arrangements in the south of the county, covering the city of Nottingham as well as the county districts of Broxtowe, Gedling and Rushcliffe, and the Hucknall area of Ashfield, are continuing for another year, managed by the Greater Nottingham Partnership.
The partnership arrangements being put in place in the north of Nottinghamshire involve the public, private and voluntary/community sectors. In the transition year, the interim partnership board, known as the Interim Nottinghamshire Economic Development Partnership - INEDP - will advise Nottinghamshire County Council on programme delivery and monitoring, and future investment planning.
Currently, the interim partnership board are focussing on the longer term arrangements for the delivery of single programme from 2010, and the development of activity from 2011 onwards.This includes overseeing important economic development and regeneration issues with the following key terms of reference:
- To advise on the selection and approval of future projects
- To monitor the implementation and effectiveness of programmes
- To comment on the preparations and delivery of the planned joint economic assessment for Nottingham and Nottinghamshire
- To provide a reference point for the development of future investment plans that have an interest to Nottinghamshire partners.
