Surplus council property
The County Council has a formal policy for the management of its surplus freehold property which came into effect on 1 April 2001.
This policy is maintained by the Resources Department Corporate Property Division and copies are held by the Service Department Property Officers.
The policy requires a Service Department to give the Resources Department Corporate Property Division, at least three months written notice of their intention to vacate a freehold County Council property.
At the expiry of the three months period of notice, the Service Department must leave the property in a clean and tidy condition to the satisfaction of the Corporate Property Surplus Property Surveyor. It is important that the following actions are properly considered and agreed:
- meter readings
- servicing contracts
- intruder alarms
- draining down of pipes
- handover of keys.
The Surplus Property Surveyor is responsible for the management of the surplus property from the agreed date at the end of the three month formal notice period.
If any temporary use is to be made of a surplus property for storage, temporary occupation, etc, this must be first agreed with the Surplus Property Surveyor.
Any queries about the management of surplus properties must be made to the Surplus Property Surveyor and if he/she is not available, the query should be made to his/her line management.
No demolition work is to be carried out to any surplus property without the prior inspection of the property by the Surplus Property Surveyor and his/her approval in writing.
